Starfleet vanishes when the timeline is altered after Sisko, Dax and Bashir are transported back to 2024 due to a transporter anomaly. They find themselves drawn into the Bell Riots in San Francisco’s Sanctuaries where the unemployed try to survive.
Sanctuary residents start to riot and a small group of them take the employees of a District Processing Center hostage, who Sisko and Bashir work to protect.
The rioters' demands of the Governor are that they want to air their grievances, the Sanctuaries closed and the opportunity to earn an honest living.
Dax encourages a contact to provide the residents access to a secure terminal and broadcast their story to the world to get the word out about what's really happening in these Sanctuaries.
When the National Guard storms the Center, police, civilians and rioters are killed.
After the seige is over, one of the guards that was a hostage asks “How could we have let this happen?”
Bashir responds “The question is, how do we stop it from happening again?”
The story concludes with Dr. Bashir asking “You know Commander, having seen a little of the 21st century there is one thing I don't understand. How could they have let things get so bad?”
Commander Sisko responds “That's a good question. I wish I had an answer.”
Only off by a year, but otherwise - they got it … how did we let things get this bad?
